The url parameter in neutron.conf needs to contain the versioned designate endpoint as shown in the installation docs, so add /v2 to it.

In my experience, setting up macOs to do OpenStack development is more trouble than it is worth. Getting yourself a virtual machine running Ubuntu 16.04 will probably be much easier, either using something like virtualbox on your mac locally or in some cloud.

Thanks for mentioning the "dhcp 1" option, I didn't know that before. Otherwise I agree that this would be a useful feature for cloud-init, probably best create a bug report for it at https://bugs.launchpad.net/cloud-init in order to reach the developers.

So how is the connection between the two ens33 interfaces? Did you confirm that it will transport vlan-tagged packets properly?

There are no floating IPs for IPv6, the assumption is that there is enough public address space available so that you can assign globally reachable addresses to your instances directly instead.

You are checking out aodh from master branch, this gives you incompatible library requirements.

If you care so much about your instances, you should not use devstack for deployment. Devstack will also be broken as soon as you need to reboot your host.

Why do you consider putting two SSH keys into one nova key-pair a hack? That looks to me like a proper, easy solution.

For me, the paste configuration was within /etc/ceilometer/ceilometer.conf, changing

[keystone_authtoken]
paste.filter_factory = keystoneclient.middleware.auth_token:filter_factory

to

[keystone_authtoken]
paste.filter_factory = keystonemiddleware.auth_token:filter_factory

solved the problem.

If I access the main website via https, either intentionally or after logging in, the "DOCS" link in the top menu bar references https://docs.openstack.org . However the docs webserver is only running on http, so that link gives me a "connection refused" error.

Is this an error on the main page or should https://docs.openstack.org be working? Where would I submit a bug report for this issue?
