I'm using the latest version of DevStack (I checked out commit 4c8af9) and I want to connect it to our VMware VSphere host. Our host has no cluster, so I left the configuration in my local.conf empty:

VMWAREAPI_IP=<our_ip_address>
VMWAREAPI_USER=<our_username>
VMWAREAPI_PASSWORD=<our_password>
VMWAREAPI_DATASTORE_REGEX=<our_datastore>
VMWAREAPI_CLUSTER=

Unfortunately, nova fails with the following error:

Error: Service n-cpu is not running

When I look into the n-cpu logs it says

Is there any way to configure the VMware hypervisor to not use a cluster?
