since your xml looks like

  <alias name='serial1'/>

so,

virsh console --devname serial1 1

I installed devstack enabling Ceilometer services. stack.sh ran successfully. ceilometer agent is failing with the below error.

yes, Except that currently you can manage multiple clusters as compute nodes with one VM which has compute service running.
