neutron-dhcp-agent doesn't start

That looks better! I did Ctrl-V after clicking "preformatted text" which didn't work.
Those html-tags are to enforce newline like in this line
Dependencies are OK. I found a cliff-patch at git.openstack.org that would solve this problem. I test it after solving a memory leak

Somehow the command $ openstack network create ... creates the network, only last display gives the error. I'll try an easier command giving the same error:
$ openstack network agent list

Yes, that is okay. hwclock best in UTC and that /etc/localtime shows the time if you type $ date. Or is it the hwclock you want as localtime like in Windows? That means configuring /var/lib/hwclock/adjtime because NTP only with UTC

Are giving error: issubclass() arg 1 must be a class
openstackclient doesn't have the string "issubclass" only these dependenciies:
