2016-09-14 07:42:07 -0500 asked a question how to use all compute node for one tenant?

Is it possible to lock a compute node so no other VM from another tenant shares the same compute node?, we are running into traffic capacity issues and if by chance another VM with also high capacity requirements is spin up on the same compute node we would run into conflict. Flavors defined on our system are not big enough to fill the all compute node.
