running Liberty on Centos 7.2. I'm trying to create a volume larger than 1TB but failing due to exceeding quota limitation:

ERROR: VolumeSizeExceedsAvailableQuota: Requested volume or snapshot exceeds allowed gigabytes quota. Requested 4096G, quota is 1000G and 4G has been consumed. (HTTP 413) (Request-ID: req-63361662-cb53-4b82-a984-c005ac64b16d)**
trying to configure quota using three methods I found, and I'm failing with all of them:
 - using cinder quota-* commands
 - configuring quotas on cinder.conf / cinder.quota file
 - using horizon

Using CLI trying to get and reset and quota using the instructions on - it fails due to server error: [

got the same output from any cinder quota-* command. using the project id for admin as received from 'openstack project list' command and as described with the admin guide.

Using cinder.quota

following the instructions on
no matter if i'm using /etc/cinder/cinder.conf or /etc/cinder/cinder.quota (the later does not exist ; but referred on openstack admin guide on this page) - configuring these parameters and restarting openstack-cinder services (api and volume ) - does not make any change to quota - I'm still getting the error of exceeding 1TB volume on *cinder create* command

using horizon

when clicking Identity -> Projects -> <selecting any project> -> Actions -> modify quotas - 
nothing is being displayed. got no error message
I manage to do other actions (such as deleting volumes) via the dashboard...

any help will be appreciated Itai
