Everything is working fine now, my ceilometer server's firewall blocked controller node send requests to ceilometer service.
iptables -F
Now I can see all meter list via command line or dashboard.

Thanks Rock and Bipin, I got it fixed.
The current env file is:

export OS_TENANT_NAME=admin

And now I can get outputs from ceilmeter meter-list:

But one more issue is, my dashboard admin user can not get ceilometer meter list when I check Resource usage tab, the keystone admin.log is showing diffrent request when I run command line against request via dashboard:

Hi Rock, may I know why we use "OS_USERNAME=admin", but "OS_PASSWORD=YOUR_CEILOMETER_PASSWORD" use ceilometer password?
I think the os_username should go to os_password? so admin with admin's password?
Anyway, all of them do not work, really confused...

I just installed ceilometer service, but it always reports "The service catalog is empty" from ceilometer meter-list, here is debug output:

I accessed this page more than 10 tiems, but never got a solution, and now I think I can give a suggestion:

The error sometimes like "libvirtError: Unable to read from monitor: Connection reset by peer", but they are calling the same issue I think.

I was thinking this is a VNC issue which means I configured a wrong VNC ip or something, but after I set "vnc_enable=False", the problem is still...

Then I traced back to /usr/lib/python2.7/dist-packages/libvirt.py, virDomainCreateWithFlags method is pointed to /usr/lib/libvirt/connection-driver/*, so it could be something wrong with this driver...

Finally I updated libvirt-bin libvirt0 and libxen-4.4, then upgrade nova-compute, all is done!

It's really crazy troubleshooting for openstack :-(

This is an old question here, but I still want to make an update for my solution:

It could also be a problem with uncompatible packages, I upgraded several packages in my Ubuntu, then this problem was fixed:

ii libvirt-bin 1.2.12-0ubuntu14.2~cloud0 amd64 programs for the libvirt library

ii libvirt0 1.2.12-0ubuntu14.2~cloud0 amd64 library for interfacing with different virtualization systems

ii libxen-4.4 4.4.2-0ubuntu0.14.04.2 amd64 Public libs for Xen

And the error sometimes reported as this:

I just restarted my server, then I can run net-create....seems I modified some chagnes and did not take it effect.
