Oh boys my problems was my dns configuration because when I check ntp log I found some error when try to connect with *.ubuntu.pool.ntp.org. I'm just add dns-nameservers MY_DNS and then it work correctly. Before that I check some threats about NTPand it was so usefull http://www.tldp.org/LDP/sag/html/basic-ntp-config.html (http://www.tldp.org/LDP/sag/html/basi...) .

I'm implementing Openstack Juno on Ubuntu 14.04 I had 4Nodes : 1Network, 1Controller, 2Compute,Actually I have all network configuration ok and ping each others is ok too, following this steps http://docs.openstack.org/juno/install-guide/install/apt/content/ch_basic_environment.html#basics-ntp (http://docs.openstack.org/juno/instal...) , When I check it with ntpq - assoc in column condition said reject but i dont know why this is my ntp configuration and outputs:
