This might be related to http_proxy being set in the environment. I have faced this a couple of times because of the http_proxy being set, after removing http_proxy from the environment system starts working fine. This happens for an environment where the you have a local network behind proxy and all the request to keystone for validation is sent to the proxy instead which fails, you may also want to add no proxy for localhost.

You could try the following :

1) check the status of each service whether it is dead or alive by running service <binary> status on the appropriate machines where the services are installed.

a. if it is dead, look at the logs an debug, else post logs here.

2) if the services are running on all the nodes (assuming you have a multinode setup) then sync the time in all the nodes and restart the services.

I would agree to the above comments that you would need to paste your nova.conf to verify the VNC settings are proper.

Also you mentioned that you are not able to ping your instances provisioned by openstack. First step to debug would be :

1) Go to the host where the instance is provisioned. 2) Install virt-manager if not already installed. 3) Open the VM and check if the allocated ip is actually assigned to your provisioned instance. 4) If not, try to set a static-IP belonging to your network range, try to ping the interface address of the machine where the DHCP Server(dnsmasq) is running for quantum/nova-network and use tcpdump to analyse till where your request is reaching and see if the network is not connected properly somewhere.
