It seems it is possible to create combination alarm with only one operator.

However, I tried to create using the two combination alarms and I am able to create the alarm but didn't check the behavior. In your case, first, create an combination alarm for alarm2 and alarm3 with AND operator, then create one more combine alarm with newly created combine alarm (alarm1 and combination alarm of alarm2 and alarm3) with OR operator.

You need to perform the following actions:

  1. Update the “nova.conf” file in both controller and compute with the following lines:

      allow_migrate_to_same_host = True
    
      scheduler_default_filters = AllHostsFilter
    
      allow_resize_to_same_host = True
    
  2. Restart the following services of the "controller" node

    • nova-api

    • nova-cert

    • nova-consoleauth

    • nova-scheduler

    • nova-conductor

    • nova-novncproxy

  3. Restart the following service of the compute node:

    • nova-compute

Actually, parameters we pass to the function makes the difference between the threshold-alarm and combination-alarm. In case of combination alarm, we need to provide the minimum of two alarm_ids and these alarm_ids parameter is indication to create combination alarm.

The same call cc.alarms.create(**fields) is used to create the ceilometer-combination-alarm. I am not sure is that your question? or you are looking for some other API to create the combination alarm?

Except the ALARM-ID, almost every parameter used to create the threshold alarm can be changed. There is no basic parameters criteria as such. User can change any of the parameter depends on his need.
