Tacker: Autoscaling is not working

Hi, I have cloned the devstack from master. And i am using the below tempalte for autoscaling usecase https://github.com/openstack/tacker/blob/master/samples/tosca-templates/vnfd/tosca-vnfd-alarm-scale.yaml

Followed the below steps: 1. Onboarded the VNF and deployed the VNF. 2. logged into the VNF and ran infinite while loop to increase the cpu load.

Even after cpu load beyond the limit, i am not able to see any scale-out of VM's.

But, i am able to test scale-out & scale-in usecases with normal heat template. But, i am not able to test using tosca templates.

Could someone suggest whether i am missing something.
