Unable to create the network. No tennant network is available for allocation

I have followed the installation procedure. I have a controller and compute node each with a 'free' eth1 and want to connect it to the external network.. I have configured neutron with the first option: "Provider Network"

The dashboard gives the above error... I have no networks in the network tab and cannot add one... In the LinuxBridge confutation I have configured

[linux_bridge] physical_interface_mappings = provider:eth1

Is this correct???

eth1 does not have an IPV4 address, it does however have a IPV6 address...

eth1 does not have an IPV4 address, it does however have a IPV6 address...
