Is there a way provide user data files as parameter

Hi,

I was trying to pass XML user data files for post boot configuration in heat Template.

  config_drive: "true"
  user_data : 
    str_replace: 
      template: { get_file : pboot-config.xml }

I don't want to hard code the file name ( template: { get_file : get_param) so this resource can be utilized multiple time as function.

I found in Openstack Doc http://docs.openstack.org/developer/heat/template_guide/hot_spec.html#get-file that get_file does not recommend to use any intrinsic functions like get_param. In this situation, Is there any other parametrize way to fetch file for post boot process. ?
