Create a new dashboard Error

Hi there. I've just installed an rdo openstack kilo. Then I wanted to create a new dashboard by command line.

[root@ops001 ~]# cd /usr/share/openstack-dashboard
[root@ops001 openstack-dashboard]# python startdash testdashboard --target openstack_dashboard/dashboards/testdashboard
