can't create bridge with the same name - Havana

nova-compute crashes immediately after starting on one of my workers on Ubuntu 13.10:

2013-11-22 13:01:24.383 18260 TRACE nova.openstack.common.threadgroup ProcessExecutionError: Unexpected error while running command.
2013-11-22 13:01:24.383 18260 TRACE nova.openstack.common.threadgroup Command: sudo nova-rootwrap /etc/nova/rootwrap.conf brctl addbr qbree5d2bbc-81
2013-11-22 13:01:24.383 18260 TRACE nova.openstack.common.threadgroup Exit code: 1
2013-11-22 13:01:24.383 18260 TRACE nova.openstack.common.threadgroup Stdout: ''
2013-11-22 13:01:24.383 18260 TRACE nova.openstack.common.threadgroup Stderr: "WARNING:root:Skipping unknown filter class (DnsmasqFilter) specified in filter definitions\ndevice qbree5d2bbc-81 already exists; can't create bridge with the same name\n"

This problem only occurs when running nova-compute from the upstart script. When running "nova-compute" as root, I don't have this problem and nova-compute just keeps running. I've deleted all bridges manually, but the problem persists.
