Requirements for Windows 7 x64

Hello All,
I am running openstack in a 3-node architecture and I have an issue with running windows 7x64 images. For some reason the response time and processing speed of the instances launches from this image, regardless of flavor allocation, is very slow, especially when compared to other images.
I have images of windows XP, windows 7x86, and Ubuntu desktop 14.04 amd64 with the gnome desktop installed and I do not experience this issue with any of their instances.
I have all of the nodes setup as vms in a proxmox environment and utilize cpu passthrough on the host running the compute node. The compute node is capable of handling ubuntu 64 bit with no issues, although I am aware Windows may be more bloated. The compute node is running in a small development environment with 10Gbs of RAM, 6 CPUs and 500Gbs HDD(as I have a cinder node as well) The processor type is sandybridge as read back from the node and instances running on the node. Please let me know if there may be a resource issue anywhere here.
One other notable piece of information is that I have a server used for staging images in kvm. When creating the windows 7 x86 image I am able to install the virtio scsi driver during installation, however; when installing windows 7 x64 I have to install with an IDE disc and a secondary blank virtio disc, then install the drivers inside the setup OS, then proceed to remove the secondary disc and change the controller type of the original disc from IDE to VIRTIO. I did the same thing for the windows XP image and do not experience any issues with XP instances. Please inform me if this setup method is a potential cause and assist with another method to install the virtio scsi controller driver in windows 7 x64 during setup, as I get an error message that claims windows does not support unsigned driver installation for x64 based systems.
