keystone service creation error

i have a centos 7 minimal installation. i am trying to setup keystone service in KILO release. i am following the setp from when i run service creation for keystone i get the below error:

#openstack service create --type identity --description "Openstack Identity" keystone

ImportError: No module named oslo_utils

the package/modules for OSLO are installed:

[root@controller ~]# rpm -qa | grep oslo

if i try installing the modules via PIP, the config files created are different and when i try to request an authentication token from the Identity, it just hangs with out any response.

what am i missing?
