How can I send commands to VMs through the CLI?

I'm writing tests for a product that is built on top of OpenStack. I often want to execute a command on a guest VM (like pinging another VM, or simulating resource usage). So far I'm doing this by SSHing into the VM, but this often runs into networking problems. What I'd like to do is send commands directly to the VM, which the hypervisor should let me do. As far as I can tell, OpenStack only provides me with graphical consoles to manually type into.

Is there any CLI command I can run to execute a statement directly onto a VM?

I've found this, and the python API I'm using has this method... but as far as I can tell, there's no documentation for it, so I cannot figure out how to use it.
