Cannot ping, ssh or open VM console (neutron)

Hello, everyone. I'm having some problems to connect to a VM with Neutron on a multi node Devstack.

My current hosts are 2 VMs running in a OS cloud. I'm first trying only with the controller node. I can 'nova boot' VMs successfully and enabled IMCP and TCP port 22 on security groups, but can't ping, ssh or even see the VM console through Horizon.

This is my local.conf in the controller node:

I'm pretty new on using Neutron. Am I missing something? What possible next steps should I follow?
