Error: Resource create failed: WaitConditionTimeout: 0 of 1 received

I am asking a question on behalf of nico1129, but it's a common question so it is worth adding here.

I did an installation of OpenStack (with heat) using devstack.

I then tried creating the template "AutoScalingMuliAZSample.template" but got an error:

"Error: Resource create failed: WaitConditionTimeout: 0 of 1 received" in loadbalancer

Do you have any suggestion on solving the problem?
