Openstack juno network node-external network interface

hi all, I have followed the installation guide of openstack juno. I deployed the three node architecture. I run all these three node on my Vmware. Each node I set an eth0 as a static ip via NAT to access Internet for downloading. On network node,
I have eth0(Internet,I set), eth1(management),eth2(instance tunnels),eth3(external, requred in the guide). The guide says:

# The external network interface
auto INTERFACE_NAME
iface INTERFACE_NAME inet manual
        up ip link set dev $IFACE up
        down ip link set dev $IFACE down

I don't know what it means, how it works and how I can make my network node to access internet for the instance I will creat in my openstack by this way. I'm glad if anyone could help. It you need something, pls tell me. Thank you!
