installing lbaas on Juno

Hi there, I was trying to figure out how to configure load balancer on Openstack juno release. but it did not work. for my environment I follow this guide http://docs.openstack.org/juno/install-guide/install/apt/openstack-install-guide-apt-juno.pdf to install 3 node: 1 controller +1 network-node + 1 compute-node. the cluster is working fine I can create instances and networks without problem. the output of the 'neutron agent-list' command is: neutron agent-list +--------------------------------------+--------------------+---------+-------+----------------+---------------------------+ | id | agent_type | host | alive | admin_state_up | binary | +--------------------------------------+--------------------+---------+-------+----------------+---------------------------+ | 533134bb-c9d9-4cdd-a8cc-84e1fe68b051 | Open vSwitch agent | compute | :-) | True | neutron-openvswitch-agent | | 5c43aa10-06fb-43fd-bcdc-44235b8b58df | L3 agent | network | :-) | True | neutron-l3-agent | | bc6bc4c0-cc46-490e-bf66-b447ff52997b | Metadata agent | network | :-) | True | neutron-metadata-agent | | ce387616-d5bd-46d5-8d4e-7aad31de9c51 | Open vSwitch agent | network | :-) | True | neutron-openvswitch-agent | | e5aa4328-e9d7-4a62-82fc-1cf1589488f1 | DHCP agent | network | :-) | True | neutron-dhcp-agent | +--------------------------------------+--------------------+---------+-------+----------------+---------------------------+

However, When I try to install lbaas following this guide : https://wiki.openstack.org/wiki/Neutron/LBaaS/HowToRun 1- I edit the /etc/neutron/neutron.conf in the controller node and the network node by adding this line:

service_plugins = neutron.plugins.services.agent_loadbalancer.plugin.LoadBalancerPlugin


2- install this: sudo apt-get install neutron-lbaas-agent haproxy on the network node.

3- do this on the network node.

sudo mkdir -p /etc/neutron/plugins/services/agent_loadbalancer/


4- enable lbaas in horizon then restart apaches and all the network services.

However, after applying all this setting, when I run 'neutron agent-list' I get this error:

neutron agent-list
Unable to establish connection to http://controller:9696/v2.0/agents.json
