Can not ping VM's floating ip

I am a fresh man in openstack, I install openstack using devstack in a server(192.168.4.185), when use the default configuration, that is FlatDHCP mode, it works well. But now i need to change the network mode to Vlan, and I've created two vms, one with fixed ip10.0.151.3, the other with fixed ip 10.0.151.4 and floating ip 192.168.4.160. Two vms can ping each other, but I can't ping 192.168.4.160. Could someone give me some advice? Thanks in advance! Here is part of my nova.conf:

[DEFAULT] flat_interface = eth0 flat_network_bridge = br100 vlan_interface = eth1 public_interface = eth0 network_manager = nova.network.manager.VlanManager

Here is my /etc/network/interface:

auto lo iface lo inet loopback

auto eth0 iface eth0 inet static address 192.168.4.185 netmask 255.255.255.0 gateway 192.168.4.1 dns-nameservers 124.16.136.254

auto eth1 iface eth1 inet manual up ifconfig eth1 up
