How to assign virtual ip in vm instances

I am deploying an application in an infra based on OpenStack with flat network. In order to deploy the application in HA mode, I need to assign a virtual ip to one of vm instances, but the ebtable rule in OpenStack hypervisor blocks using this IP address in my existing vm instances.

Since the OpenStack is a private cloud in my company network, it use nova network to allocate public IP addresses to vm instances. What is the best practice to allow vm instances to use the same virtual ip?
