Openstack Train : Error add scsi volume from cinder

Hello There ,

I have been exploring the OpenStack Train installed from RDO and had been having issues with
Attaching a volume from cinder with scsi. The meta Data on the image has been updated with following properties.

| properties       | architecture='x86_64', description='Appliance', hw_cdrom_bus='ide', **hw_disk_bus='scsi', hw_scsi_model='virtio-scsi',** os_hash_algo='sha512', os_hash_value='b723069cb08aaed5e0f0c061ac9ce79d71d5764ee5813b57149b0f4a625d05373bca730be75a9abea8195b0145feea1b5908fd0cd02a4ac8669bed34bec2da54', os_hidden='False' |

Now, when attaching the Volume , it fails to get attached. I could some error in nova compute logs. "ValueError: max() arg is an empty sequence"

Attaching a volume from cinder with scsi. . Here I am trying to install an Linux OS using and ISO and when attaching a bootable disk it fails to get attached as SCSI. The issue looks similar to (https://bugs.launchpad.net/nova/+bug/1801342) . The meta Data on the image has been updated with following properties.properties
