Problem configuring PistonCloud with external hardware

We are just setting up a Piston Cloud server. Unfortunately, we have run into a configuration problem. Piston Cloud says it is the responsibility of the third party we are working with. And the third party says it is Piston Clouds problem. This leaves us in the middle, without a solution!

If anyone has any thoughts, I would be very thankful.

Here are the details...

A Piston Cloud OpenStack implementation has been configured and deployed within our private cabinet. While Piston provide support in configuring and managing the cloud we have some custom elements in the form of support servers that sit outside of the cloud. Traffic in and out of the cloud is routed through one of the support servers (the other is a duplicated backup), it acts as a firewall to the outside world using IPCop.

The problem we are having is that while the speed of transfers between VMs within the cloud is what we'd expect, any transfers from the cloud into either the support server or externally are remarkably slow. There is either a misconfiguration of the network or an unknown tool degrading the network quality. Testing has shown the transfer speeds between the switch and the cloud are unaffected, only transfers that involve the support server appear to be affected.
