No route to host error in running instance logs

I installed OpenStack on a single node and configured an external and internal network for that, in addition to a router and interface. I created networks and routers using this instruction. I use just one NIC and I set both internal and external network IP range to 192.168.0.0/24, while the instruction used two different range of IP. Launching an instance (Fedora cloud) It reaches the state of running but I can ping its IP and in instance's log I can see the following error:

I can't ping or curl ether the metadata server on 169.254.169.254 nor 192.168.0.11. What is wrong in the network configs?
