nova migrate on shared storage

I am trying to find out if there is a difference between migrate when the underlying instances are on shared storage or not. This link stated that openstack should check for shared storage but in my experiments, I have not seen a difference in migration time.

I am using the Mitaka release with GlusterFS for shared storage. Is there a flag or some configuration option that needs to be set in nova.conf that tells migrate to use shared storage? To be clear, I am not talking about live-migration, I am talking about cold migration (shut-off and restart).
