Cannot connect to vm instance by ssh key or cloud-init behind http network proxy

Hi! I am facing this problem for quite some time. I created a ubuntu cloud instance using .img file. I created a public-private rsa pair for authentication for the instance.I created a floating IP for logging into the system. However, the instance takes quite some time during boot, and fails to establish a network connection. Hence I am unable to access the server-vm instance. During boot, it is unable to raise network interfaces as shown.. it also fails to call http://169.254.169.254/2009-04-04/meta-data/instance-id as sound in the log. Could somebody please help me with this?
