creating a new instance. how not to use block storage on a nova-compute

Hi there :)

Today I have installed Cinder inside my environment. A controller-node and a storage-node with an lvm-backend. Currently I'm using Debian 9 with OpenStack aka Newton. Due I've issues with cinder, I am unable to create new instances. Because nova-computes get Errors while the Cinder-Service runs with errors. On some compute nodes, how I could configure them that they should use local storage instead the block-storage from cinder? So they should also ignore any blockstorage by creating an VM?
