Instance does not receive DHCP address

I have a three node setup which basically works except the instances do not seem to receive an IP address via DHCP. If I do a tcpdump on the qbr interface attached to the instance I do see this:

12:00:15.286134 IP 0.0.0.0.bootpc > 255.255.255.255.bootps: BOOTP/DHCP, Request from fa:16:3e:d0:79:03 (oui Unknown), length 280

However, if I do a tcpdump on br-int or br-tun on the compute node, I do not see the DHCP request. Here is the ip netns output on my Neutron node:

Please let me know what steps I can take to troubleshoot or any additional information needed.
