Dashboard not being display correctly when login using user with admin role

Hi Guys,

it has been longtime since my last question here. Today we deploy openstack ocata on ubuntu 16.04. We hit something quite confusing. We keep having problem to access dashboard as if we try to login using user with admin role. however, If we login as normal user, we manage to login to dashboard and manage their account without having any issue. Below are the result that keep being displayed on the browser when login as admin user.

i have search the logs on keystone and other services but does not bring me anywhere. accessing from cli does give any error. So i assume this issue only happened when we login using horizon. can anyone help on this?

We keep having problem to i can access dashboard as dahboard project and admin tab. however, i cannot access identity tab. will received below error. same goes if we try to i'm login in using user with admin role. however, If we login as normal user, we manage to login to dashboard and manage their account without having any issue. Below are the result that keep being displayed on the browser when login as admin user.
