does openstack require hypervisor

As i understand it, openstack sits on top of the hypervisor and manages VMs. Does that mean it requires a hypervisor to run? Or can it be installed on a physical machine without hypervisor?

As a follow up question, I was trying to install rhel/openstack on a server machine but it did not detect storage device. I was told that it is a esxi server, so it doesn't have storage? Without storage I can't install rhel, so how would I install openstack on top of a hypervisor?

I did manage to install openstack on top of a VM started in vSphere. But from openstack point of view, it only sits on top of a regular machine without hypervisor? Im kind of confused on how the general idea works.
