Neutron - Expecting to find id or name in user

I have been following the OpenStack Newton guide for installing on CentOS. I went with option 1 on the provider network. When I come to the verification step and try to run

neutron ext-list

I get the error:

Expecting to find id or name in user - the server could not comply with the request since it is either malformed or otherwise incorrect. The client is assumed to be in error. (HTTP 400)

Here is my keystone_authtoken config:

auth_uri = http://controller:5000
auth_url = http://controller:35357
memcached_servers = controller:11211
auth_type = password

username = neutron
password = NEUTRON_PASS

Comments

Does your neutron.conf contain "NEUTRON_PASS" verbatim? If so, it won't work. Use the Neutron password you configured in the DB.

Also run neutron --debug ext-list to see what APIs are issued, or enable debug logging and check the neutron server log for API requests.

NEUTRON_PASS is a place holder, the password I have in the file was the password I used when I made the user in keystone.

I have also edited my question to include the output of neutron --debug ext-list
