Getting error while creation of user in keystone tenant

Getting error while creation of user in keystone tenant as under :

[root@rhel ~]# service openstack-keystone restart 
Stopping keystone: [ OK ] 
Starting keystone: [ OK ] 
[root@rhel ~]# chkconfig openstack-keystone on 
[root@rhel ~]# export OS_SERVICE_TOKEN=FCAF3F... 
[root@rhel ~]# export OS_SERVICE_ENDPOINT=http://controller:35357/v2.0 
[root@rhel ~]# keystone tenant-create --name=admin --description="Admin Tenant" (LocationParseError(...), 'Failed to parse: Failed to parse: temp:magma') 
[root@rhel ~]# keystone tenant-create --name=admin --description="Admin Tenant" (LocationParseError(...), 'Failed to parse: Failed to parse: temp:magma') 
[root@rhel ~]# keystone tenant-create --name=service --description="Service Tenant" (LocationParseError(...), 'Failed to parse: Failed to parse: temp:magma')

If you want to create a tenant,you must use this command like this: keystone tenant-create --name 'admin' --description 'admin tenant'

Which release did you use? And show me the rensult of command:keystone tenant-create

If you want to create user,you must use "keystone use-create" command with parameter "--tenant-id",you can use keystone user-create to get some helpful information about this command.
