issue while launching VM through openstack on ARM

I am facing issue while Launch an instance

After Launching the Instance , actually it should be ACTIVE

root@controller:/home/ubuntu# openstack server list

I see the falowing error in log

Same issue is seen in

vim /var/log/nova/nova-compute.log

Note : Image used : xenial-ubuntu 16.04 image 
Openstack : Newton 
Operating system : 16.04
Node1:Server 1   ( where controller and Neutron are present ) 
Node 2 : Server 2  ( where Nova is present ) and I am install everyting perfectly but this issue is seen while lauching VM

Have you faced the similar problem ? Any way to overcome this proble

Note : its a ARM server

Try to disable VNC functionality in nova.conf.
