Connection to neutron failed

I am brand new to OpenStack. I just finished installing a fresh build of devstack on Ubuntu 14.04. Install went fine, from what I can tell, and now I am logging into horizon, and when I try to do anything, I get "Unable to retrieve usage information" or other "unable to retrieve" errors in the upper right of the browser, on basically every page. When I go to Access and Security, I also get a nasty django error:

ConnectionFailed at /project/access_and_security/

Connection to neutron failed: HTTPConnectionPool(host='10.0.2.15', port=9696): Max retries exceeded with url: //v2.0/extensions.json (Caused by NewConnectionError('<requests.packages.urllib3.connection.HTTPConnection object at 0x7ff8ca6f6a50>: Failed to establish a new connection: [Errno 111] Connection refused',))

I have googled both of these issues and haven't found anything helpful. The logs are also not helpful because they seem to only show events from when the services were started, not when I log into horizon or click on any of the navigation.

My localrc is as follows:

What to do from here?

Looks like neutron server is not running. Check for a process named neutron-server. Try to access 10.0.2.15 port 9696 with a tool like telnet. See if you find anything in the neutron-server log file (should be /opt/stack/logs/q-svc.log; not sure).

Various reasons for this issue and you have to sort one by one. 1. Make sure you have properly configured the bridge interface in "/etc/network/interfaces". 2. If you are running devstack with single NIC, please add "PUBLIC_BRIDGE=br-ex" in your local.conf file. 3. Try to restack it.
