By manually, do you mean to install it without the scripts? If yes, you can. I recommend you read the https://www.fuel-infra.org/#fueldocs (docs). There is a section explaining how to http://docs.openstack.org/developer/fuel-docs/userdocs/fuel-install-guide.html (install it). I also recommend you read the plan guides in the https://docs.mirantis.com/openstack/fuel/fuel-9.0/mos-planning-guide.html#introduction (mirantis documentation)
Hi, so probably you mean work ongoing, installation of Fuel without ISO http://lists.openstack.org/pipermail/openstack-dev/2016-September/103969.html (http://lists.openstack.org/pipermail/...) [targeting Fuel 10.0 as I see) But then part of 'running Puppet manually - that part I don't know. Should be feasible, something similar to https://bugs.launchpad.net/fuel/+bug/1385615 (https://bugs.launchpad.net/fuel/+bug/...)
