Mitaka installation issue on glance get an "The service catalog is empty" on openstack user create --domain default --password-prompt glance

Follow the instruction on installing Mitaka and on the part on image, follow the instruction on create glance database then process to .admin-openrc. When input command "openstack user create --domain default --password-prompt glance", I got a return "The service catalog is empty"! please help below is the debug message

And what is the output from openstack catalog list? You have created all service endpoints? And keystone is up and running properly?
