devstack default passwords not working

I installed devstack from the stable/newton branch successfully and got the following message on completion. It's installed on a ubuntu 16.04 VM spun up using Vagrant. Horizon dashboard comes up on my host machine with the login page, but the default passwords give a "An error occurred authenticating. Please try again later." error.

Anyone know what's causing this or where I should start debugging this?

Bumping up the ram on the VM to 5G seems to have let me in.
