Just go to /etc/plugins/ml2/ and check the configurations. There should be atleast one network methodology for VM Traffic. So make sure atleaset one network methodology is enabled in plugins. And also make sure the port mapping entry is mapped to VM traffic Physical Interface.

This is a network Issue. Delete all networks and try to create a VM without network. It works. What is the interface you using for assigning to VM? Are you using Flat or VLAN or VXLAN? I faced similar issue and found it's a network issue and later fixed
