Why customized interfaces not persistent after hard rebooting?

I have started a VyOSVM via Horizon. The VM has five network interfaces attached to OVS bridge br-int. For experiment, I further added two more interfaces manually to this VM in its libvirt.xml, following instructions in https://ask.openstack.org/en/question/5415/customize-libvirtxml-for-an-instance/ (https://ask.openstack.org/en/question...). these two interfaces are connected to br-ex instead of br-int.

However, after hard rebooting VM (soft rebooting doesn't work) the two newly added interfaces disappear and only the initial five remains.

My question: how to make this manual update survive against rebooting?

Starting with Juno ( or Kilo ) release libvirt.xml cannot be modified manually,
e.g. nova start your-vm will recreate libvirt.xml`, dropping your updates.
