is there a way to use dhcp on the provider network?

I can launch an instance and it gets a dhcp from the provider network but it also gets an address from the dhcp agent. I have tried to remove the agent from the network but it keeps popping up..... Network was created with --disable-dhcp and shows up as disabled..... Is there a way i can keep the agent from answering as well? can i take the dhcp agent offline on just this provider network?
