Neutron setup with Openvswitch and Liberty

I'm trying to setup Openstack-Liberty on 4Nodes, 2 Controller and 2 Compute-Nodes, with Openvswitch as the Network Driver.
The Problem is that an Instances in the Internal Vxlan Network wont get IP assign. But the Node starts and the IP-Address show Up as Attached in Nova list and Neutron port-list, but on the Node no ip shows up . If I use the External Vlan network the Address get assign without any problem.

My Networksetup:

eno1: 172.16.70.X Management Network

eno2 with the ovs-bridge br-eno2 and the IP 10.0.1.X assign to the br-eno2 Tunnel Network

bond1 as an External Vlan Network
