Of course you can launch instance without public IP.
Even you can install OpenStack without external network config!
Yes , it is possible. Just no inbound connectivity, only outbound.
If public in your post means floating IP. Then up on start up cloud VM doesn't have FIP in general, but neutron router should have external gateway fo SNAT forwarding. No FIP will result VM to be unvisible from outside.
