restrict VM access from other tenants using nova-network

I created VMs each on their own tenant and vlan network, but they are able to access each other.

Is this suppose to be the case?

Isn't Vlan networks isolated from other networks and doesn't know of other existing vlan networks on another tenant?

How do I configure nova so it can restrict VMs from other tenants accessing another tenant's VM?

This is a single-node configuration on havana using nova-network.

I ran nova-manage network list

each network is on a separate tenant
