you want to set a traffic shaping on your virtual instances ? Like, this instance wont allow the traffic of 100m/s ?

AFAIK there is not a way to set a cap once the VM traffic on a specific port reaches a threshold.

Maybe this is not what you are searching for but it could be an alternative solution: one possibility is to create a QoS policy and enable BW limit rule... Try reading this.

Create flavour as below and use it to start the VM

openstack flavor set m1.tiny \

--property quota:vif_outbound_average=2048 \

--property quota:vif_outbound_peak=4096 \

--property quota:vif_outbound_burst=4096 \

--property quota:vif_inbound_average=2048 \

--property quota:vif_inbound_peak=4096 \

--property quota:vif_inbound_burst=4096
