Can you show us the commands you ran before this? I just tried to generate the config for the current Mistral master and it worked if I did this.

$ git clone https://github.com/openstack/mistral.git
$ cd mistral
$ pip install .
$ oslo-config-generator --config-file tools/config/config-generator.mistral.conf --output-file etc/mistral.conf
$ head etc/mistral.conf
[DEFAULT]

#
# From mistral.config
#

# Enables debugger. Note that using this option changes how the
# eventlet library is used to support async IO. This could result in
# failures that do not occur under normal operation. Use at your own
# risk. (boolean value)
