Cannot get Virtualbox or KVM to start a VM within an Ubuntu 16.04 Instance

Hey guys! I have only been using OpenStack for about a week now so bear with me! I have an Ubuntu 16.04 instance up in OpenStack and can connect to it just fine via SSH and aslo X2Go client, so I have GUI capabilities as well. I have tried for the past 5 days to get Virtualbox working. It installs just fine but it refuses to start a VM. I need to virtualize Windows inside of Ubuntu. I have done countless Google searches and tried everything I can find so far. I have tried many different versions of VBox, including the ones in the Ubuntu repo and also the one from Oracle's vbox download page. I have tinkered with the linux kernel header files, DKMS, searched log files, and everything else I can think of. I gave up and tried using KVM today, which got me farther than Vbox did, but still refused to boot the VM from the .iso file I provided. I can search for logs and post whatever you guys ask for or need to help me get it up and running. I have also confirmed (using commands I found online) that the hardware my Ubuntu instance is on should support virtualization. Not sure if OpenStack is the limiting factor here. I am open to any and all suggestions, and will read links to other posts if you find something I missed. Thanks in advance for any and all help you all provide!
