visibility to security group in other project

Let's say we have 2 projects: Project A and Project B. We define a security group SG-B in Project B. Is there any way that the member (non_admin) user from Project A can see security groups in Project B so that I can associate an instance in project-A with security group SG-B?

You can give a user access to a project in the member management section of the project. The real question can a configuration "security rule" cross projects, and I believe the answer is no.

It would be easier to create a new rule for the Project A that mimics SG-B.
